Power development and distribution is a complex task with many moving parts, including limited water availability, terrain constraints, poor transmission lines and poor distribution infrastructure. High losses are a result of these factors as well as employee absenteeism and theft. The APDRP scheme was created to address these issues by providing additional funds to states that have been identified as having high AT&C losses. Under the scheme, the central government gives grants to states that show an expressed need for additional funds. In turn, the states use these funds to implement programs aimed at reducing AT&C losses.
